Bachelor’s in Public Administration program in Chongqing University, founded in 1995, is a specialty featured in the “Three Special Action Plans” of Higher Education in Chongqing. The program of Public Administration establishes a complete cultivation system for the undergraduate, postgraduate, and doctoral candidates. To cultivate high quality talents who have the knowledge of basic theories and practices of public administration and who have great ability of innovation, communication, decision-making, and leadership to work in various of organizations, including the Party and government organizations, enterprises and public institutions and foreign research institutions, the discipline unit adheres to public ethics and the value of public spirit, paying attention to realities and needs of economic and social development in western China, encouraging innovative thinking, improving ability of responding to social problems and decision making, keeping wide collaborations with the world’s well-known universities, colleges and research institutions.
This program emphasizes inter-disciplinary cultivation system integrating basic theories, perspectives, research methodologies and instruments from Management, Political Science, Sociology, Economics, Psychology, Statistics, and Public Law. To better serve the demand of national, social and regional development, this program has particular emphases on in-depth teaching in understanding realities and practices among different social classes, encouraging students’ empathy and attention to social problems such as poverty, disease, natural disaster, development, etc., and guiding students to combine their knowledges with practices to solve these problems. In addition, this program carries out different forms of trainings including “Cultivation of high-quality talents” activity, exchange students’ activities, “College Students’ Innovation and Entrepreneurship” project, “Challenge cap”, STRP project, public administration case study competition, and etc.
Public Human Resources and Social Security
The relationship between the government and the society has changed profoundly since the new century, the structure and culture of public organizations have also undergone deep changes. In order to cope with the change from traditional personnel administration to modern human resource management in the public sector, this major focuses on the innovation of the concept, vision, system and mode of public human resource management, emphasizes the cognition of the background and environment of public organization, and introduces how to apply the latest human resource management theory and technology to public sector of human resource management. The aim is to cultivate talents with the ability of organization, leadership, planning, decision-making, communication and cooperation. Future graduates are expected to work in social organizations, enterprises, institutions, the Party and governmental organs at all levels in order to provide public services, social governance and social security.
This major cross-embed basic knowledge, problem-solving perspectives, research methods of Management, Psychology, Statistics, Political Science, Sociology, Law and other disciplines. It emphasizes the use of psychometrics, organizational behavior and other theories and techniques as the basis of public human resources management, which aims to help students to fully understand public organization and social environment, get familiar with concurrent situations, problems and needs of public human resources management, understand the important influence and reform urgency of public human resources management through practice, research and scientific research training, encourage students to use professional knowledge to find problems, address problems and make proper suggestions to promote social development and progress.
Land Resources and Urban Development Management
With the advancement of urbanization, especially the widely incorporation of information communication technology, how to integrate new skills, methods, and theories has become an urgent need for better urban management, planning, and operations. To this end, this program is focused on cultivating interdisciplinary talents who are capable of dealing with problems and new trends encountered in the urban management under the new era. Rooted from the urban management theory and supported by the digital technology, our program is established to conform the new round of technological revolution led by the big data and artificial intelligence. Specifically, through the integration of classic theories and knowledge from multiple disciplines (including management, economics, political science, sociology, urban and rural planning and etc.), this program is designed to cultivate professional talents with managerial thinking, engineering skills, and international vision.
